Do Memorials Scare People Too Much

Streetsblog.org has an intersting take on the memorial for riders killed in New York City while cycling. One of the questions asked is whether or not the ghost bike memorials scare more cyclists away from bikes then they make motorist think.
My first thought is that is an easy answer. It is much too hard to make a motorist think about the car. It is far to easy and natural to just get in your car and drive. It is another thing to think about the person on the bicycle as something more than a nuisance that is slowing you down.
