Riding on the Sidewalk

I find it interesting to see how other folks do things. It turns out in Japan it is okay to ride your bike on the sidewalk. The problem, though, is that it is not so clear where you can ride on the sidewalk.
It seems that this practice evolved as the rodes in Japan became more congested. The solution to the problem was to move the bicycles off of the street and onto the sidewalk. It seems it is better to inconvenience people walking as opposed to people in cars.
